The rigorous in-service training of credit unions personnel that
have been taking place over the years within the CamCCUL network is said to
have yielded dividends given that even holders of the First School leaving
certificates have been trained in to great managers of billions of FCFA. This
falls in line with the cooperate obligation to educate elected officials within
the network who are not selected using any criteria order than their members
through election based on confidence. According to Fomon Raphael, coordinator
of the Bamenda Chapter of the Cameroon Cooperative Credit Union League, CamCCUL,
this training is also very useful in other institutions within the community
after these persons must have exhausted their mandates as elected officials.
This exchange was during a training seminar organized by the Bamenda chapter at
the new CamCCUL building on Thursday July 23, 2015.
The General Manger of CamCCUL, Tientcho Jonas, while opening
the seminar on good governance in Bamenda after that of Kumbo and Ndop,
reminded participants that if the network is privileged to hold the envious
position in Cameroon, CEMAC zone and Africa CamCCUL is second in terms of
membership and saving mobilization after Kenya. It is because of the numerous
in house training of managers and elected officials of credit unions. From the
results based assessment government and other international organizations do
channel projects through CamCCUL for execution in the communities. The Bamenda
chapter with 48 members is like other chapter frequent selves with constant
training given that education and capacity building are the backbone of the
network’s success. These training are carried out by a team of TOT, partners
from PADMIR and MINEPAT.
CamCCUL network is capable of mobilizing resources and
putting a clear cut management accountability reasons why the network has earn
credibility from both partners and members. It is thanks to the network that
places like Ashong, Ngwo, Dumbu Ranch etc where a bank can not go to operate even
in the near future, that lives are transformed through small savings and loan
schemes put at the disposal of the people living in these rural areas mostly
accessible by foot. The development of these rural areas is accumulating to
have a national impact.
Participants were taught on how to give out loans given that
Cameroonians are fast drifting away from the philosophy of “know your neighbor
to know your lawyer.” Elected officials and managers have the up most task to
learn how to give out good loans that does not turn out to challenged any where
by the borrower. CamCCUL also ensures that elected officials are drilled on
being strict while granting loans following all the procedures as prescribed by
OHADA and Cobac laws. The creditor does not only stop at granting loans but
also monitor to ensure that the loans is invested in the objective of the loan
in order to ensure repayment. Microfinance institution have as objective loan
granting and marketing not waiting on things to happen but making them happen
given the competitiveness in the sector.
Though credit unions have proven to be the brain behind the
developmental strides in the country there is need for the Parliamentarians to
explain to government why these structures should not be over taxed. In Kenya
credit union business is everybody’s business given that every sector has a
credit union which is not the case in Cameroon though parliamentarians are
members of credit unions.
